we may still be able to reach an agreement that can pass both houses in time. senators reid and mcconnell are working on such an agreement as we speak. but, if an agreement isn't reached in time between senator reid and senator mcconnell, then i will urge senator reid to bring to the floor a basic package for an up-or-down vote, one that protects the middle class from an income tax hike, extends the vital lifeline of unemployment insurance to 2 million americans looking for a job, and lays the groundwork for future cooperation of more economic growth and deficit reduction. guys, i can hear you over here. i believe such proposal could pass both houses with bipartisan majorities, as long as those leaders allow it to actually come to a vote. if members of the house or the senate want to vote no, they can. but we should let everybody vote. that is the way this is supposed to work. if can you get a majority in the house, then can you get a majority in the senate, then we should be able to pass a bill. so the american people are watching what we do here. obviously their patience is alrea

to the wire, dan. what's happening right now is harry reid and mitch mcconnell, the top democrat and republican in the senate are still negotiating their staffs at this hour. they are supposed to be working until about 3:00 this afternoon when the plan would be presented to both caucuses. as we understand what they are talking about is the bare minimum. basically the senate negotiating to extend those tax cuts for everybody making under $250,000 a year and do extend unemployment benefits also they're talking about trying to do something to stop the automatic spending cuts that go into effect but don't expect a deal on that. now, dan, if a deal can be reached today, the senate would begin looking at it, begin debating it and then you would see vote tomorrow in the senate and possibly a vote tomorrow in the house because as you know, if we get to tuesday without any of this happening, off the cliff. >> and, jon, you say off the cliff by tuesday, just two days left, how damaging would it be if we do indeed go off the cliff even if we bungee up a few days or weeks after. >> the impac

harry reid before going to hawaii and his offer was to extend the tax cuts for incomes under $250,000, extend unemployment insurance benefits, and the lady across the board automatic cuts that are supposed to start january 1. that seems to be a non starter with republicans. it's hard to see where we go from here. host: have they been talking over the christmas break at all? also, one has been the role of senator mitch mcconnell? guest: the line that comes from the speakers office all the time is the line of communication remain open. i don't know how much talking they did as the president was in hawaii spending time with his family and the speaker was back home in ohio, i believe. i don't know that for sure. everyone was doing their family time and not really working that significantly on something. i think there was probably some minimal conversation, but not a lot. as for the senate minority leader mitch mcconnell, i think that is a good one. a lot has been made in the past few days about him taking a higher profile role in these negotiations. while i don't like prognosticating

minutes from now, any moment, they're starting to arrive, we have boehner, pelosi, mcconnell, reid. they're on capitol hill. what can president obama offer that both sides can agree to. >> unfortunately for individual members of the republican house it is to their interest to let tax increases go into effect. that way they won't be viewed as having raised taxes. they can come in and easier to negotiate with them. what the president, what we are hearing about what the president is proposing though, is a small deal to get them through the fiscal cliff so that it avoids some of the implications, some of the more damaging implications for the economy. i don't think the fiscal cliff honestly is really going to have a huge impact. our housing market and labor market remained firm and i think they can survive this. but i do think that though, that if the president does offer this smaller deal i think there's opportunity here, though it is probably slim. heather: that smaller deal, or that plan-c as the president has called it, i guess last friday or we're calling it now plan-c, david, it really
